Kubota project according to procedure: Sesb

Kota Kinabalu: The proposal for the construction of the Kubota Power Plant project is in compliance with procedures and project implementation requirements as stipulated.

Sabah Electricity Sdn Bhd (SESB) Senior General Manager (Asset Development), Abd Nasser Abd Wahid, said in a statement that the project included all development projects implemented by SESB statewide and the Federal Territory of Labuan.

"Prior written disclosures were sent to related agencies to get approval for the project in the proposed location," he said.

Abd Nasser said approval for the development plan for the project was obtained in November last year and site preparation was only started after a written approval was received from all the related agencies.

Prior to this, a local newspaper recently quoted a statement from a non-government organisation, here, which claimed that the RM70 million power plant project would negatively affect the area around the project.

Besides that, he said specific sound and smoke impact studies on the construction of the station to the surrounding areas were also carried out prior to this, and they were in accordance with project requirement.

He said the report on the result of the study indicated that direct impact from the project, namely, impact of sound and smoke, adhered to conditions stipulated by the Department of Environment (DOE).

"The study was conducted by registered experts who were recognized by DOE and experienced in the field as required, before the approval for the implementation of the project is given," he said.

Geothermal power project a smart ‘green’ move

KOTA KINABALU: The State government has welcomed the plan by Tawau Green Energy Sdn. Bhd. to develop Malaysia’s first geothermal power plant project at Apas Kiri, Tawau.

When completed the project will put Malaysia on the world geothermal power map, noted Minister of Tourism, Culture and Environment Datuk Masidi Manjun.
He said the RM480 million project which has been identified by the Minerals and Geoscience Department as a green project will be considered as qualified for carbon credits.

“We have made a smart decision to opt green energy when the whole world is talking about pollution.
“Sabah should be proud in taking this first major step to ensure the power plant will be based on green technology or less polluting.

“The State government also grateful to the Private-Public Partnership Unit (UKAS) of the Prime Minister’s Department for the access road and water treatment plant grant worth RM35million for this project,” he said at the signing ceremony between TGE and UKAS on the fund facilitation at at a leading hotel on Friday night.

Earlier in his speech, Masidi who witnessed the signing ceremony said geothermal energy is acknowledged by the United Nations as a green energy and therefore qualifies for carbon credit under the clean development mechanism.

The power plant, he said will reinforce Sabah Electricity Sdn. Bhd. (SESB) power generation capacity especially in the east coast of the State, while there will be employment opportunities for locals.
TGE signed a Renewable Energy Power Purchase Agreement (REPPA) with State utility SESB in November 2011. Under the terms of the REPPA, TGE will export 30MW to the Sabah grid from its geothermal power plant for a 21-year concession period at a fixed tariff of RM0.21/kWh.

Managing director of TGE, Ramzi Raad said with the REPPA in place and other supporting contracts and approvals either in place or in final stages of completion, TGE is now shifting the corporate focus to develop the Apas Kiri geothermal resources.

Ramzi said the 30MW from geothermal power plant project at Apas Kiri, Tawau is only the first phase of the project, and is expected to be completed by 2014.

The second phase of the project will be announced after the first phase succeeds, but the future plan will be more than 100MW in total. The second phase will be less in terms of the finacial capital because of the available infrastructure from the first phase.

Also present at the signing ceremony were the director general of UKAS Datuk Seri Dr. Ali Hamsa who signed on behalf of the federal government and managing director of Bank Pembangunan Malaysia who sign on behalf of the bank.

RM419 mln Tawau Geothermal Power Plant ready by 2015

TAWAU: The phase one of Tawau Green Energy Geothermal Power Plant involving generating capacity of 36MW is expected to be completed in 2015.
The power plant at Apas Kiri, which is the first renewable and sustainable project of its kind in Malaysia, will supply 30MW to the Sabah Electricity Sdn Bhd (SESB) grid.
Sustainable Energy Development Authority of Malaysia (SEDA Malaysia) chairman Tan Sri Dr Fong Chan Onn, who visited the project site yesterday, said  the plant will be Malaysia’s first grid-connected geothermal power plant.
Fong said the renewable power plant is a unique prospect in the district and it is also acceptable to everyone in the community.
The project undertaken by Tawau Green Energy Sdn Bhd (TGE)  will reduce the utilization of fossil fuel for power generation in the state grid in line with Malaysia’s sustainable development policy and global greenhouse gas emission reduction.
According to Fong, the process of producing electricity with a geothermal power plant is similar to other thermal power plants that use coal, oil or gas except that it does not require burning any fuel.
Instead, geothermal plant utilizes energy from the natural steam and hot water drawn from the geothermal reservoir, he explained.
The geothermal power plant is a form of green energy which does not require any fuel burning or combustion to produce heat or electricity, he said.
It emits little carbon dioxide, no nitrogen dioxide and very low amounts of sulfur dioxide, he added.
The project is estimated to cost RM419 million and it has also qualified to receive a grant of RM35million from the Private-Public Partnership Unit of the Prime Minister’s Department for the access road and water treatment plant.

Sabah may use wind turbines as RE source

Published on: Thursday, April 26, 2012

Kota Kinabalu: Sabah may use wind turbines as an alternative renewable energy source if Pernec Corporation Bhd's vertical axis wind turbine pilot project here materializes.

Pernec Advertising and Media Department Head, Wan Mohd Rashdan, on Wednesday said the Government is looking at methods to reduce energy consumption and ways to renew energy. He said this is not only for environmental purposes but also to ensure enough energy is supplied to customers every day.

"Therefore, we may have an in-depth meeting with Sabah Electricity Sdn Bhd (SESB) regarding the wind turbine project since they too seem interested in the method," he said.

Sabah, he said, apart from Terengganu, has the right geographic factors to generate enough wind for the wind turbine and that SESB is also very supportive of energy saving efforts.

"However, the right person to comment on this is not here today so there is not much information that we can disclose as this is actually also our first time, introducing the products to SESB and many other industry players in Sabah in general," Wan explained.

He said this after giving a presentation on green technology and advertising methods, in conjunction with a Business Matching and Industry Talk at the Hyatt Regency, here.

He said the wind turbine emits low noise, can generate a capacity of between 300watt and 25kilowatt, and is suitable for windy and coastal areas or islands.

He said other methods taken up by the company is through the introduction of solar PV for industrial and domestic use, installing LED lights and system, as well as purchasing energy saving products and appliances.

Wan explained that the company also provides energy efficiency methods for industries, such as usage of power quality improvement and energy saving devices, energy management methods, LED lighting and hydrocarbon refrigerant.

"LED lighting can save up to 70 per cent of energy, while the hydrocarbon refrigerant helps to save up to 30 per cent of energy, is non-ozone depleting, non-toxic, non-global warming and non-corrosive," he pointed out.

"The hydrocarbon refrigerant also substitutes Chlorofluorocarbon (CFC), Hydrochlorofluorocarbons (HCFCs) and Hydrofluorocarbons (HFCs), which are gases used in refrigeration and the air conditioning industry.

These substances are ozone depleting and contribute to global warming, he said.

Pernec Corporation Bhd is a subsidiary of Permodalan National Berhad, and provides customers with customised, cost effective and reliable integrated solutions to meet their individual information, communication and technology needs.

‘Power station won’t harm Tawau environment’

TAWAU: Sabah Electricity Sdn Bhd (SESB) said the Kubota Power Station to temporarily ease the electricity supply shortage in the east coast, will not cause harm to the environment.

SESB managing director Abd Razak Sallim said the Department of Environment made the finding after conducting research and studies.

The project, which is located about 5km from the town centre and has a generating capacity of 64MW, had received protest from nearby residents of Taman Milenium due to what they claim as too close to the housing estate.

Abd Razak said SESB and Tenaga Nasional Berhad (TNB) had to find a more stable supply of electricity with the cancellation of the construction of coal power plants in the east coast of Sabah.

An alternative solution was identified immediately upon the termination, which is undertaking the construction of gas turbine generators worth RM80 million at the Power Station (SJ) Kubota, East Road, Tawau.

In a press statement yesterday, he said the justification of the project at Kubota Power Station is a short-term project which is especially critical to the stability of electric supply in the east coast division which at this point imports 16MW to 164MW of electricity per day from the west coast.

Abd Razak said the capacity of existing electricity generation (power stations in Tawau) can only generate 64MW per day compared to the peak load demand (peak demand), which has reached 80MW and is expected to increase to 96MW in 2015.

The project is categorized under “Fast Track” and is very important to be implemented as soon as possible, he said, given that the new power stations for larger capacity such as SJ Kimanis Power (300MW), SJ SPR Energy (100MW) and LNG (300MW) are expected to be fully operational only in 2014 and 2016.

“At present SESB and TNB are working hard to ensure the SJ Kubota project will begin operations in June 2012,” he added.

He said with the establishment of the power station in the future, it would help reduce the impact of supply disruptions in the area, especially when there are any problems or unforeseen events on the Sabah Grid Interconnection which is also the only export transmission lines for supply to the east coast.

He said a more stable supply of electricity would be able to contribute to the increase of investment to generate a more vibrant economic development in the east coast.

The project, he said, would also contribute to the smooth running of business operations management and daily living needs of local communities.

“SESB would like to emphasize that the location was chosen based on the following factors such as the site is owned by SESB since the 90s, it does not involve the process of land acquisition which will take some time,” he said.

He said it is the main site intake (main substation) and therefore can reduce costs and simplify and expedite the delivery of logistics.

The station will not operate at all times and will only operate during peak load which is usually between 8am to 6pm on weekdays.

GE and Sabah firm said to be close to RM750mil geothermal plant deal

3 in green energy talks 1MDB

PETALING JAYA: 1Malaysia Development Bhd (1MDB) and General Electric (GE) are among three companies currently in talks to develop the country's first geothermal plant in Apas, Tawau.
The third company in the venture, tagged at between RM750mil and RM800mil, is a Sabah-based green energy company which has inked a power purchase agreement with Sabah Electricity Sdn Bhd.
Sources familiar with the project told StarBiz that the companies were in the final stage of negotiations and expected to reach a joint agreement soon, possibly end of the month.
The renewable energy plant, when fully completed, can generate a total capacity of 67MW, supplying electricity to Tawau's population of 398,000.
The emission-free geothermal plant will tap natural hot fluids from the ground for steam production to drive the steam turbine generator; it will generate 36MW under phase one and an additional 31MW under phase two.
When contacted, a 1MDB spokesperson said the company did not comment on speculation.
Following 1MDB's recent acquisition of Tanjong Energy Holdings Sdn Bhd, CEO Shahrol Halmi had said it “signals the first step towards fulfilling the shareholder's aspiration for a more holistic eco-system to drive long-term energy security”.
According to the sources, GE will provide technical know-how, global expertise, equipment and technology.
GE is currently involved in Indonesia's biggest geothermal power plant, the Wayang Windu power plant, which taps into naturally occurring underground pockets of steam and hot water with wells as deep as three km.
In March 2011, Deputy Natural Resources and Environment Minister Tan Sri Joseph Kurup revealed that studies regarding the electricity generation potential of up to 67MW from geothermal resources discovered at a geothermal site in Apas had been completed.
Although a study by the Mineral and Geosciences Department was not a detailed one, the technical aspects indicated that the geothermal site in Apas had the potential to generate enough electricity to cater for the needs of the Tawau people.
The study also found a reservoir about 2,000m to 3,000m below the earth's surface with water at temperatures of 220-236 degrees Celsius. This heat was more than sufficient to generate electricity, Kurup had said after visiting the site.
On Tuesday, Prime Minister Datuk Seri Najib Tun Razak said: “Malaysia's embracing of green technology is not only to conserve and preserve its resources, but is also envisaged to act as a new economic impetus for the country.”
The Prime Minister said the renewable energy target under the 10th Malaysia Plan was 5.5% of the total capacity mix in 2015 or 985MW of generating capacity, from less than 1% previously.

Green  Sabah says: Geothermal plant will be Sabah's future power generating method, since this is one of the environmental friendly ways for generating electricity effectively, the Sabah government will be utilizing this to fulfill the demands of the users within the states.
